EMS Service Reimbursement Program Effective February 1, 2013

Tabernacle Rescue Squad (TRS) has implemented an EMS Service Reimbursement Program effective February 1, 2013 for Tabernacle residents and January 1, 2021 for Shamong residents.
In the past, EMS was funded solely through an annual stipend provided by Tabernacle and Shamong Townships and the generosity of donations from our residents. With this change, EMS will be funded primarily with revenues generated from service delivery reimbursement and your generous donations.
The Tabernacle Rescue Squad has implemented an EMS Service Reimbursement Program which will allow revenue to be generated by billing Medicare/Medicaid, private insurers and other third party payment programs for EMS services rendered. It is the intent of this program, to seek service reimbursement, only from insurance revenues collected for Qualified Township Residents. Qualified Township Residents are defined as individuals who reside within Tabernacle or Shamong Townships, or non-residents who own real estate in Tabernacle or Shamong Townships and pay property taxes. This means that Qualified Township Residents will not be personally billed for insurance co-payments, deductibles, rejected claims, for unpaid balances or if they are uninsured. Tabernacle and Shamong Townships will provide a stipend to TRS which will reimburse TRS for copayments, deductibles, and other cost-sharing amounts that would otherwise be paid by Qualified Township Residents. Tabernacle and Shamong Townships collects property taxes from Qualified Township Residents, and the Township uses its collected revenues to pay the EMS stipend on behalf of Qualified Township Residents.
This EMS Service Reimbursement Program, for our Townships is based on guidance issued by the HHS Office of Inspector General in the form of Advisory Opinions reviewing similar arrangements. Non-Township Residents’ insurance providers will also be billed, but unlike Qualified Township Resident’s, nonresidents will be personally responsible for EMS service reimbursement balances not paid for by their insurance carriers. In addition, if an individual is injured while they are involved in the commission of criminal activity, the individual’s insurer will be billed, and the individual will be responsible for paying TRS for cost-sharing amounts and/or amounts not covered by insurance, even if the individual is a Qualified Township Resident.
